What is CWELCC?
The Canada-Wide Early Learning and Child Care (CWELCC) system, also known as the National $10-a-day child care initiative, is a transformative plan to make licensed child care more affordable and accessible for families across Canada. Launched in March 2022, this five-year plan aims to reduce child care fees for children under six years old to $10 per day. Through CWELCC, families will benefit from significant fee reductions, improved access to quality child care, and enhanced support for early childhood educators.
Fees will reduce every year, reaching an average fee of $10/day anticipated by 2026. As of January 2025, child care fees will be reduced to $22 per day for children under six in CWELCC participating programs, resulting in nearly $300 million in savings for Ontario families. This brings us closer to the goal of $10-per-day licensed child care fees.

Families with children under six (or turning six before June 30) will benefit from valuable fee reductions, making quality childcare more affordable and within reach.
Simplified Savings Process
Families with children in childcare centres that are enrolled in the CWELCC program will automatically qualify for fee reductions. This means you don’t need to navigate complex applications—eligible savings are applied directly when your childcare provider is part of the program.
Continued Access to Subsidies
The Ontario child care fee subsidy program will remain available to support eligible families. Subsidized clients still need to qualify for subsidy based on City of Toronto requirements.

Given the limited childcare spaces available and potential waitlists, re-enrolling with Centre For Early Learning in the future may be difficult.
